During the Shield of the Americas Summit on March 7, 2026, at Trump National Doral Miami, Secretary of Defense Pete Hegseth spoke about regional security while President Trump watched.
The summit included leaders from 12 conservative Latin American and Caribbean countries. Argentina’s Javier Milei, El Salvador’s Nayib Bukele, and Ecuador’s Daniel Noboa were there. Big players like Brazil, Mexico, and Colombia were absent.
The gathering followed the Americas Counter Cartel Conference, where Hegseth signed a Joint Security Declaration with 17 nations to fight drug trafficking and improve border security. Trump launched the “Americas Counter Cartel Coalition” and promised strong action against cartels. He also hinted the U.S. could act alone if needed.
As Hegseth spoke about using an “iron fist” against threats, he raised his right arm with fingers extended, a motion many online likened to a Nazi salute or other historical fascist gestures.
He’s not even trying to hide it.

As Secretary of Defense, he has pushed to treat cartels like terrorist groups, aligning with Trump’s “Donroe Doctrine” – a modern Monroe Doctrine focused on U.S. control in the hemisphere and countering Chinese influence. Other key figures, like Secretary of State Marco Rubio and Special Envoy Kristi Noem, were present.
