A new CNN poll shows 63% of Americans disapprove of President Donald Trump’s job performance. That is the highest of his presidency. His approval is 37%, matching the lowest point of his first term.
CNN’s average of major polls puts him at 41%, but the direction is the same, downward. The poll was conducted by SSRS from October 27 to 30 among 1,245 adults, including 954 registered voters. The margin of error is ±3.1%.
Democrats lead Republicans 47% to 42% on the generic congressional ballot. 67% of Democrats and Democratic-leaning voters say they are extremely motivated to vote next year, compared with 46% of Republicans. Among Democrats who name democracy as their top concern, motivation rises to 82%.
Voters are unhappy with the overall state of the country. 68% say things are going badly. 72% call the economy poor. 61% believe Trump’s policies have worsened economic conditions.

	On his use of power, 61% say Trump has gone too far, up 9 points since February. 56% say his foreign policy has hurt America’s standing in the world. 57% say he has gone too far in deporting immigrants living in the U.S. illegally.
Democrats have image problems, but remain united. Only 65% of Democratic-aligned voters view their party favorably, compared with 80% of Republican-aligned voters who view the GOP favorably. Yet 93% of Democrats who dislike their party still plan to back its candidates. 71% of them say they are extremely motivated to vote.
Independents favor Democrats 44% to 31%, with 19% saying they would choose neither party. 41% of all voters say their vote next year will be a message opposing Trump. 21% say it will be a message of support.
The federal government shutdown is another major source of frustration. 80% call it either a crisis or a major problem. 61% disapprove of Trump’s handling of it. 58% disapprove of how each party’s congressional leaders have handled it. About 90% of Americans disapprove of at least one of the three.
Trump’s recent decision to tear down the East Wing is also unpopular. 54% are dissatisfied or angry. Only 10% are happy. 36% say it does not matter much.
Most Americans are also unhappy with how the Republican-controlled Congress is handling its relationship with Trump. 55% say Congress is doing too much to support him. Among Republicans, 63% say the level of support is about right.
On the Democratic side, 40% say their party in Congress is not doing enough to oppose Trump. Among Democrats and Democratic-leaning independents, 69% agree with that view.
Overall, the poll shows widespread dissatisfaction with Trump, Congress, and the direction of the country. With one year before the midterms, Democrats hold a modest edge and a clear enthusiasm advantage.
